SYNOPISIS OF FUNDING
The National Endowment for the Arts (NEA) received 50 million dollars as part of the The American Recovery and Reinvestment Act of 2009. 40% of the
$50 million will be distributed to State Arts Agencies (SAA) and Regional Arts Organizations (RAO) for re-granting. West Virginia Arts Section (WVDCH/WVCA) is anticipated to receive is no less than $296,000, as determined by the distribution process outlined in the NEA Partnership Grant Guidelines. The remaining 60% of the 50 million will be available for direct grants to the NEA for local art organizations from around the country that met the eligibility requirements. Arts organizations will not be able to receive funding from both the WVDCH/WVCA Recovery grants and NEA Direct grants.
WVDCH/WVCA FUNDING ASSUMPTIONS
The West Virginia Commission on the Arts will follow the guidelines and regulations of the NEA to create a funding stream for non-profit arts organizations in West Virginia. Funds must be used for sub granting to eligible nonprofit organizations for:
-Salary support, full or partial, for one or more positions that are critical to an organization’s artistic mission and that are in jeopardy or have been eliminated as a result of the current economic climate.
And/or
-Fees for previously engaged artists and/or contractual personnel to maintain or expand the period during which such persons would be engaged.
(*SAAs and RAOs may use up to $50,000 of the NEA grant funds for their own jobs for the purposes outlined above, and/or for the administration of the sub granting programs. Priority will be given to cost-effective programs that maximize the amount of funds distributed and reach organizations that serve underserved populations.
ESTIMATED TIMELINE
March 13 - Grant due to the NEA
April 3 - Governor’s Certification to Request Funds due to the NEA
April- Funds will be made available to SAAs and RAOs pending recommendation by a peer review panel and the NEA National Council on the Arts, and approval by the NEA Chairman.
